My first sale in a long time. Followed Ebay rules for USPS Priority with extra insurance. Funds in Paypal on hold. Clicked on purchase and print shipping label. Declined! Is this because the funds in the Paypal account are on hold and there are no extra funds? What am I supposed to do? Package was to be shipped yesterday and I am stuck with Ebay and Paypal problem.
