Does pay pal hold money “pending” until you verify shipping information?

Sounds like a scam, no funds in your paypal balance = you have not been paid and may be getting spoof fake paypal emails.

Even if pending the funds would still SHOW in your paypal balance.

Paypal does not insist on tracking, they only recommend you send that way.
