Selling small value items in multiple transactions when no one has any cash on them...

Hi
I own a company which sells products to clubs and schools for fundraising purposes. The clubs and schools then get the pupils and club members to sell the products for profit. The selling price for the products is generally $2 (single gold coin purchase in New Zealand). Increasingly, it is becoming apparent that the general public does not carry cash and the schools/clubs are missing out on sales and profits.
Does anyone know of any options offered by Paypal which would cater for this?
Each seller may have up to 100+ of these small transactions to deal with. If each transaction costs 3.4% plus a fixed fee in New Zealand of $0.45 it would not be worth using Paypal as the gross profit per transaction is $0.70 on the $2 sale. Not much left for the organisation...
Let's assume that all sellers have a mobile phone.
Any bright ideas would be much appreciated.
