Scan and Pay Option is not visible. Need help please!

My friend downloaded Paypal from overseas on her iPhone but she does not have a scan option. Why is that or where can she find it? She already linked her banking account, she tried it on her iPad and have the same issue, and she made sure the app is up to date. What seems to be the issue?
