Can you transfer money from a rush card to a paypal account? If so, how?

You can use your linked card to send funds, but you can't add funds into or Top Up a PayPal account with a card. 

PayPal offers their own debit card that would be directly linked to your available account balance. The Cash debit card is no cost and there is no monthly fee. When you sign up for the card, PayPal will add direct deposit ability to your account.
