Related to 50% cashback

Can you please help me with the T&C because I was not properly understanding. If I create new Paypal account for my mom and then it is ok if i used my old Paypal debit card for the transaction. Means here it is mandatory to used new debit card or is it ok if I used old debit card with new Paypal account??

It is not OK to use your debit card under your name on a PayPal account under someone else's name. Names have to match on card and on PayPal account.

Actually my brother wants cashback so I am creating new account for him but he has no debit card so if I give my debit card for transaction then he get 50% cashback because I have already used this debit card earlier on my paypal account. @sharpiemarker
