Regarding applying for a PayPal Cash Mastercard

When I attempt to apply for a card, I get sent to a page asking me to confirm my information. However, when I click the button to continue, I get told that they are unable to verify who I am despite not being able to confirm at all. Is there something I'm missing here? I'm using a personal account.

First of all, is your account based in the US? PayPal Cash cards are for US accounts only. Are you using a VPN or some utility that hides your IP address? Maybe turn off Anti-virus software.

Try clearing your browser cache/cookies and restart device, then try again.

I do live in the US. After making sure my VPN is disabled and that I cleared cookies and restarted my PC, the problem is still happening.
