Refunded Returns URLs not Working

I'm made a purchase from a UK retailer which was shipped to New Zealand. I have returned the package and want to make a claim on the postage as advertised, however, I cannot get the links to work.

This is the feature I'm trying to use

https://www.paypal.com/nz/smarthelp/article/what-is-paypal-refunded-returns-and-how-do-i-activate-it...

This is the activation link that does not work for me. I wouldn't be surprised if this works for some people.

https://www.paypal.com/webapps/mpp/refunded-returns?activate=true

Event he Ts&Cs link on the FAQ page above doesn't work.

Any idea why this is or how to resolve?

Thanks for your reply.  Unfortunately, neither of the links you provided will work for me when I'm logged in.  When I click on those links they give 404 errors from within PayPal's website.

I suspect this service is not available on my account (New Zealand account), but the developers have opted for a 404 error instead of a message that clearly states this is not available in my region. Do you know anyone who can answer this question?

I need to stop using these big companies that are too big and not concerned about customer support.
