Refund only after paying for shipping

Why does paypal think it's ok for fraudulent companies to send customer the totally incorrect item, then make the buyer pay for shipping to CHINA only to receive the refund they are entitled to? I ordered a luxury camping chair and received this piece of mesh contraption below. My daughter placed a pop can on it show the size of the item. Paypal is a joke for doing business with companies like this.

Yep thats paypal for you, all for the sellers now as paypal just technically borrowed £50 of my money to a stranger for up to 30 days! Paid them instantly, instantly refunded via a dodgy echeck, 7 day bounce 14 days then 30. Count your self lucky lol, I am not surprised at anything concerning paypal nowadays.
