Receiving payments in USD from India

Hi, I have 2 questions. 1) Can I receive payments from foreign countries sitting in India in my personal account? 2) Let's say I want to receive a fixed sum of $500. How do I ensure that my link (paypal.me) shows exactly that? Thank you!
