There are paypal cash cards which use your paypal balance directly and then there are paypal prepaid mastercards. Theyre two separate things. With the prepaid mastercard you can transfer money from paypal balance to that card with no fees. However there is a 4.95 inches monthly charge which is annoying. I canceled mine and just use paypal prepaid.
