Questions regarding PayPal Prepaid Debit MasterCard

Hi All - 

Traveling to Scotland in April - looking to get a prepaid debit card pre loaded and not linked to any bank accounts.   I came across this card - a couple of questions..

1) Is there foreign transaction fees - if so - how much?

2) Can you purchase these cards through paypal direct?

1) Yes, 2.5%. With a PayPal Prepaid MasterCard, you can make purchases at stores, over the phone, and online. Use it anywhere Debit MasterCard is accepted. You can also withdraw cash at ATMs around the world (fee may apply) and if your PayPal Prepaid Card is linked with your PayPal Account, you can make online payments for your bills, rent, and other necessities. 2) Yes, but the cards are also available at retailers such as CVS, Family Dollar.
