Problem at paypal when trying to escalate a case

I tried to escalate a case in the resolution centre and got "something went wrong. It is an issue a paypal's end. please try again.
I have tried again on numerous occasions with the same message.
I'm not getting any replies from message centre, I've sent emails, tried to phone & after going through automatic response the line gets cut off.
I've also received a couple of emails from paypal telling me that I need to escalate the case by 21st May or the case will be closed & marked as resolved.
Please Help.
