Prepaid paypal card

I ordered a prepaid paypal MasterCard and activated it but when i go to transfer my paypal balance to my prepaid card, it says my card is linked but isnt eligible for instant transfers. What is wrong?

There should be a number on the back of the card you can call for assistance.
