Prepaid debit mastercard and prepaid cash debit mastercarscards

I just received my PayPal cash debit prepaid MasterCard. I've read several things and i am still very confused on the differences in the cash prepaid debit and the prepaid debit. What is the best card? The differences and should i get both???

PayPal Cash debit card draws from your PayPal balance directly as its used and cash can be added to the PayPal balance via the card at retailers, while the PayPal balance funds has to be transferred to the PayPal Reloadable Prepaid Debit first before you can use it or add cash to the card through the Netspend network and has a monthly fee.
