Paypal cash/debit Card requests

I tried to order my PayPal Card but instantly received a error message. What happened? Why am I unable to receive a PayPal card? Received Error message: We can't update your account We're unable to make the requested updates to your account. You're still able to use your PayPal account to shop, send money, and get paid.
