Paypal cash card mailed to my wife and I's address, with her deceased mother's name on the card?

(Wasn't sure what board to post this to, move if need be please and thanks!)
Hey guys, not sure how this happened - wife is waiting on hold with customer service at the moment to try and get this resolved but wondering if anyone else has experienced this. My wife's mother passed away a little over 5 years ago, and at that time, we weren't even living in the house we currently live in. We still have to call and activate the card, but to our knowledge, she didn't even have a paypal account (she was honestly bad with finances racking up debt in the process). Possible identify theft? Should we just cut up the card and dispose of it?
