I am just wondering why it is negative...? I didn't know that there was a monthly fee there is no way i can pay it.

Yes, there is a monthly fee. It looks like the reason your account is negative is because there were not enough funds in the account to cover the monthly fee.

PayPal does offer the Cash debit card. This card is linked directly to your available PayPal balance (no transfers necessary). The Cash card is no cost and there is no monthly fee.
