PayPal cash card

I just recently got my paypal cash debit card and it says my daily spending limits is $3,000 does this mean I can use it or do I need money on my paypal account to use the paypal cash debit card

To clarify this, let me phrase the question another way: Can the PayPal Cash Card be used in person without a PayPal balance? Or is a balance required to use it in stores?

In general, you would need a PayPal Cash plus balance to be able to use your PayPal Cash card. For this reason, you cannot use the PayPal Cash Card if you do not have a PayPal balance.
