PayPal access card

How do I apply for a PayPal access card please and if you have uinsufficient funds like only £20 in your bank account are you approved one? I'm new here, I've not received or sent any money on here. I asked this question and was given a list of possible answers none of which answered the question directly. The whole process is kinda draining for me and I wondered if someone could kindly explain in a simple way how I can get one

See in the FAQ section if you can apply for a card, if you can't, then they must've blocked applications for the card currently. Or call the CS number on the bottom of the page for more information.

I don't know if they'll be checking your bank account as it is not a credit card, they would be more concerned with your PayPal account. I do think you'll need a business account or a premier (if they even have these anymore) account.
