I have attempted to pay in 4 at a merchant that previously allowed pay in 4, the option shows up, but then paypal says "sorry, we couldn't clear you" and doesn't let me pay in 4. Then the message about the details of the decision say that my pay in 4 balance is currently too high and that I need to pay it off. However, I do not have any pay in 4 loans that are unpaid. Any help?
