Pay in 3 declined

I got an email from paypal today saying the purchase I made on 27th feb has been declined, but the money has definitely come out of my bank account as it shows up on my online banking statement and my balance has changed. It doesn’t show up on my paypal account either and says that I have still paid 0 of 3 - does anyone else have this issue?
