Offering Cash Back rewards to our customers

We are considering offering Cash Back to users of our yet-to-be-released app. The user would purchase at participating retailers and earn "rewards" which we would pay them in cash periodically. Can this be done affordably and easily through Paypal? Do cash-back recipients have to have a Paypal account?

You'll need some specific approvals to do that sort of thing, but that can be part of the process of opening up the Payouts API in your app, which is what I would suggest you would use for this sort of thing.
It would be up to you and your system to track all the rewards, and then you can use Payouts to distribute cash rewards accordingly.
I think it will be dancing on the line of some of the PayPal AUP, but if you can get the approvals during the application process for Payouts then you'd be good to go.
