Not able to use PayPal Cashback

I wanted to use my cashback voucher for buying a game but the store doesn't accepts payment from PayPal in India. Also, many services are down due to coronavirus. Can the cashback expiry date be extended?

Thank you for replying but my concern was not with where I can use the cashback but it was can it be extended since no service is active right now.

Cashback voucher can be used as a discount at any Indian merchant accepting PayPal within 60 days from the award date (date of email receipt).
