Provided USPS proof Tracking Number was not shipped to my address, Paypal will not reimburse. As was stated by another, There is a loop and customer service refuses to help. The post office stated that Paypal can confirm the address a Tracking Number is delivered to. Paypal required me to do this. I uploaded it to them and they refuse to credit my account. I'm on hold at this very moment, 30 minutes now because I've requested a manager. No one is going to answer.
