Been a member for 9 years now, basic account with no problems. The past couple transactions to the same person there has been no option for F&F.....instead either her or myself get charged a fee. Paying via 'Sending To A Friend' charges me the fee, yet a friend of mine pays this same person and she is able to go through F&F with neither of them having to pay a fee. Following PayPal's Help Center only tells the difference between Friends & Family vs. Goods & Services.
Firstly the friends/family option is not available in every country, so if your friend is in a country where its not offered then they can't receive those payments.
Secondly f/f is only free from a bank account or balance, if you use a card then you pay a fee.
Advice is voluntary. Kudos / Solution appreciated.
