So trying to understand how Paypal Gift Cards work....

Is Buyer Friend allowed to get said Google Play card ($10) for Receiver Friend #2? If so, since Buyer Friend is NOT from the US, they will be forced to pay the fee; which will be "3.9% + $0.50 SGD per paid request" according to Google.
