Multiorder shipping no longer avalable to personal accounts?

For many years I have used PayPal to ship books by media mail, whch I can't do at USPS.  Some months ago it stopped working. I no longer need to ship anything often, but now when I try to access the new system it appears to be available only to business accounts, and perhaps only for eBay shipments.  Is this true? I cannot contact PayPal support as I am hard of hearing and do not use the phone, and they no longer offer any email support.  Does anyone know any other way to print media mail postage online, or must I always use Priority Mail from now on?  I cannot go to a post office as I'm disabled and do not go out, so it is very frustrating to lose a capability on which I have relied.

Personal Account - How to access Multi-Order Shipping

If you have a Personal Account, you won't have the Tools feature however, there's a "possible" work around.
Login into your Personal Account.
Next, in your browser's address bar, paste in this link:

https://ship.paypal.com/powership/powership.html

Then press "enter"
When the screen reloads you may see that the app has timed out, click on "Login".
After the app reloads, click on "Create shipment".

Not sure if this will work for you but, at least worth a try.
