Getting a notice saying my money pool cant be created. Regulatory requirements?

As we don't have enough info to help.  It's just a guess.   You may want to contact customer service for assistance, they can look at your account setup and hopefully figure out the root cause.   You can also reach out to PayPal via their Facebook or Twitter account, both are supported by PayPal employees.

I'm having the same exact problem. You create a pool and followed the instructions to the end then it asked you to agree to rules and regs, then it's not possible because of what main poster said.
