Mastercard is Expiring in Less Than Half a Month

My Mastercard expires in September, but I still have not received my new card. On 8/12 I called the number on the back of my card and after finally having been able to talk to someone, I was told that my new card was shipped out on 7/31. He told me that it should be there "tomorrow or the next day" (8/13 or 8/14). Now it's Saturday 8/17 and I still have not received it. There are only 12 days left in the month (counting USPS business days, Monday through Saturday). It is imperative that there is not a gap where I have an expired card.
Three questions: How long is it supposed to take to get a new card? Will I be charged a fee if I request a second one be sent? Do I have enough time to order a new one before the start of next month hits? I surely did not throw away this mail by mistake. I monitor USPS' "Informed Delivery" regularly and have not seen anything from PayPal.
