Yes, the Business debit card can be used outside the US. Before leaving, you'll need to contact PayPal debit card support and let them know that you want to use the card outside the US.
If you plan on logging into your PayPal while outside the US, you should contact PayPal account support and let them know you will be traveling and will need to log into your account from different countries.
