If I don't activate my Paypal Prepaid Mastercard, would I still have to pay the monthly fee?

Earlier today, I signed up for the Paypal Prepaid Mastercard, however, I was not aware of the monthly fee. I want to cancel the shipment before it arrives, but if I don't activate my card, would I still need to pay the monthly fee?

No, since the card is not activated/not in use.
