I viewed the headers and they all look as though they come from Paypal, but I know scammers can be tricky.
I received an email (supposedly from Paypal) saying that unless I confirm my shipping address by July 23rd, my Business Debit card will be deactivated. When I log into my account, I don't see any notices to this effect - which is why I am suspicious.
Anyone know of a good way to find out?

Definitely contact PayPal debit card support about this. The number is on the back of your card.
