I have to know german to use paypal

 I am living in germany. And any problem bug of site force me to calll customer service.
But there no way to just call and talk with customer service. You have to first response robots questions. And robor doesn't even use popular words. So you should have very hight level of german for telling paypal that their site is not working. 

Is there anything I can do with it? Why paypal so doesn't care about customers?

well.you live in Germany and they speak German.

try typing in paypal URL ,try using laptop or PC,ask your friend if they have problem logging in.

shut down and try again,launch a diff browser,clear your cache.

Is it response to my question? how my friends log in problem related to me.

My concern is about that, there no way to contact to any person to tell about paypal bug. Not english-speaking, not-german speaking. No mail customer support.

All you can do is call customer support by phone where robot will tell something very fast regardless if customer understand him or not.
