It’s only for personal accounts that have PayPal Cash or Cash Plus set up. It is also slowly getting rolled out by waiting list, so you get invited to sign up for waiting list.
What can I do with my personal PayPal account, PayPal Cash account or PayPal Cash Plus account?

Right now, you can only sell, buy, with PayPal and hold crypto in PayPal balance. Cannot yet use it to buy goods or send p2p. Some time in 2021 it is possible.
