I am unable to Send money

The Send button on the Main menu displays an empty pop-up with a rotating gif that loops forever.  Has anyone experienced this phenomena?  I am using the Chrome browser, but I have used the same for years without any problems.

Evidently the Send function has been moved under Tools.  Thank you for your help.  The problem is solved.
