Help with shipping?

I'm SO confused right now.

This is my first time setting up a business account with PP and I'm trying to calculate shipping charges. I have ZERO idea about how to determine the cost of shipping. I want to send an invoice to someone for a purchase of $20 plus shipping charges. PP requires I determine how to charge. I don't know! 

I know I sound like a dope but I truly have no idea what I'm doing....when I go to USPS, Fd Ex and UPS sites, the shipping charges for a package at 2 lbs. seems astronomical to me but I've been told PP charges less than they do. How is that true if I enter the charge for shipping? 

Please help me understand this...

I don't have her shipping info yet...she hasn't given it to me. I asked her to send me the info and she said to call her and she would walk me through it all. I don't want to deal with a phone call. I'm so close to bagging this whole thing.

Setting up the shipping calculator is pretty involved. Can you at least get a zip code, that would help. Where did this sale come from? eBay, facebook? If you can get a zip code, go to USPS.com then mouse over Quick tools > Calculate a price. What USPS quote is more with the retail rate but last I checked they showed the commercial rate too which is what PayPal charges.
