Thank you for your post! It is possible that it is a legitimate email as PayPal does sometimes conduct surveys, but it is also always possible that the email is a fake, so it's good to be cautious. You can take a look at some tips for spotting fake emails here. If you're still in doubt, please feel free to forward the mail to spoof@paypal.com.
