Generate Online Paypal Cards?

Hello,

I'm from Portugal, so I'm interested in methods available in Portugal.

Is there still no way to generate an online debit/credit card that uses your paypal balance? Not through some sort of app or something?

Is the only alternative to this still the prepaid card? (I really don't want this option, I don't know if it's normal for people in other countries to have to pay a monthly fee to use a card or not, but here that is definitely a ridiculous idea).
