Fraudulent transaction

I recently purchased a Vanilla prepaid Mastercard worth $50 for my daughter as a gift. Two days later when we were at a store we found out that there was only 32c left.  We were very disappointed to be told that there's not available credit. We found out that someone used it using Paypal, a fraudulent transaction. We contacted the issuing company and told us to contact Paypal. I couldn't  get hold of any rep so I tried sending a message in the help center as instructed by voicemail but haven't received any response. I am afraid we wont be able to get this resolved or get a refund.  So I am reaching out for help here. I will appreciate any help..
