Foreign transaction and ATM fees

What is the best PayPal credit card or debit card to have while traveling in Germany?  Are there foreign transaction fees and ATM fees?

The PayPal Cashback credit card has no foreign transaction fees.

The type of PayPal debit card you would be able to sign up for depends on if you have Personal or Business account.
