For PayPal.Me, is someone donates you under $0.30, would you lose money?

When using the PayPal.Me link for business reasons, I read in the PayPal agreement that they charge you (the owner of the account):
2.9% + $0.30USD = total fee per transaction (from a person sending you money)
If someone donates under $0.30, would you lose money?
Because the calculation would go like this:
- Person Donation = $0.01
- Person Donation * 2.9% + $0.30 fee = Transaction fee = $0.30
- You earn: Person Donation - Transaction Fee = -$0.29
