Have had the same problem for almost two weeks now. If I go into the multi-shipping tool it works but I have to click on it at least 10 times before it goes through. Paypal said it was on their end and have not been able to fix it.
Until they fix it I am going to have to use another method to create shipping labels because this is a real pain.
