Double charged for my first payment for my Pay In 4 Plan

My bank account was charged twice for my first payment for my "pay in 4" account.  When i checked my PayPal Activity one of the charges is under "completed" the other one is under "pending" but my bank account got charged both. How do i fix this and get the "pending" charge back. How long does it take to her my money back for the double charge?

It’ll drop off and release funds, if it completes, file a “I have a billing error” case on it, then click duplicate payment and follow the prompts.
