Does the paypal card can be available for a direct shipping to Panama?

I'm trying to figure out how to obtain a pay-pal card to use it here in Panama, but there has been some issues with trying to order one but it brings me to the question:

Can I order a paypal card out of the USA or UK?

Hope someone can bring me some answer to this.

PayPal cards are not available to Panama at all.
