Create Label Not Related To An Order

The "Ship Now" function seems to be gone.

My research seems to point me toward using the MultiOrder Shipping tool.

Let's say I want to send a birthday gift to a friend - no order. Is MultiOrder Shipping the way to go? Will it allow me to create a single label?
