Con Artists Using Paypal

Does anyone know if paypal are interested in non-reputable businesses using their services. I purchased a bumblebee helmet with speaker for my child. The video showed a child wearing the helmet. It took months to arrive. When it finally did, it was just a tiny little tennis ball sized speaker. Half of the cost was the delivery and now they are saying I can return it but have to pay my own delivery. Clearly it is a con as they know it is not worth it. They know that they can advertise whatever they want and send something completely different and that they can't be touched.
I just think that paypal should know about these con artists as it is not good business to let them continue to trade using their platform.
