Combined shipping

How do you combine shipping for multiple invoices? I had 1 buyer pay 3 invoices and I would like to ship all 3 in one package.

I'm trying to figure out how to combine shipping for different items, for discount shipping to a customer.

I know how to combine shipping the same items in one cart, but how do I do that for 2 or more different carts/items,

so the customer can get/see discounted shipping for all items ordered before checkout?
