Since PayPal in UAE can only accept payments as goods and services, friends and family probably won’t be available through PayPal.me link. You can go to the PayPal.me settings to check and there is a switch to select friends and family but this only gives the sender the option to choose between friends and family and goods and services, not friends and family option exclusively.
