Cannot download transactions or reset my PayPal account in Quicken

Cannot download transactions or reset my account into Quicken.  Error code CC-503.  I have no difficulty logging directly into my PayPal account via website.  This seems to be an on-going problem with Synchrony Bank not only for PayPal but other Synchrony accounts as well.
